Menu Lagging on PS

Hi all. My partner plays on PS4 and in the last week has had severe menu lagging whenever he clicks on anything. Our PS systems are next to each other and are connected to the same network. My PS is not having issues, and we’ve ruled out network/connection issues.
Any ideas of what may be causing this or how to fix it?
The lag happens when he opens the pipboy, tries to loot, craft, scrap, or buy, or even when opening the map to fast travel.
