Tips on acquiring better weapons/armor?

Of course I am sure there are lots of threads on this already but they seem quite old. So I am looking for some current advice... what are the best tips you all can give me in searching for weapons, armor, or plans to craft them?
I am currently level 22 but realized I am not geared as I had a quest that had me try to find a way inside a dam that was surrounded by super mutants and I was getting demolished.
So I will take any tips or pieces of advice on how to gear up :)
