Bullet time ini edit not working anymore. Any fixes?

I transferred all the ini tweaks I wanted to the ini folder that is read now but the fix to make vats not lock on to anybody is not working. Anybody know if I can use ini to turn vats back into bullet time?
I would prefer not to use mods because I don't have WiFi and lugging my PC to somewhere with it is a hassle.
