TheKite's Handmaiden outfit mod won't let me add the Silver Shroud toggle to overcoat

I'm using TheKite's Handmaiden outfit designed by artist TheKite and made by Niero.
You can either find it or craft it, I crafted the thing for my Sole Survivor. There is an option at an armor bench to enable the Overcoat to be treated as the Silver Shroud Costume/Armor for reactions. To do so, you have to wear the Silver Shroud Costume (not Armor) and then use an armor workbench to enable the function, but I can't get it to work.
Anyone familiar with the mod know how to get it to work?
