Liberty reprimed (Xbox Series X)

I'm currently doing a playthrough of fallout 4 and I'm completing as many missions as possible without choosing a side. I currently have mass fusion and liberty reprimed active in quests and when I try to talk to Ingram it immediately activates spoils of war quests and renders me unable to progress liberty primed. I've made significant progress since activating the mass fusion quest so is there a fix that I can do without the use of console commands?
