Neither Npcs and Pc can speak

Hi so my game is modded in English. However I accidentally launched the game from Vortex while steam wasn't launched. What happened after is that it launched the game in French (my steam language), and the npcs and Pc were speaking in French with everything else in English except Ada that wasn't speaking at all ( can see the subtitle). After that I selected English as the game language and now no one is speaking. What can I do to correct that ? I already reinstalled the game it didn't change anything.
