NPC dialogue lagging behind animations/overlapping on top of themselves and other NPCs/getting cut off. Tried most every fix I’ve found but the problem persists.

Title gives the skinny of it, NPC dialogue is messed up when speaking with them. I’ve tried changing my nvidia settings to turn on triple buffer, max pre-rendered frames to 1, and v-sync on. Tried adjusting the value of something in the Fallout.ini to remove unlocked frame rate, nothing has worked so far. Are there any end-all/fool proof solutions?
