Question about the scribe/legendary vendors

I've already met The Scribe once while I was cleaning up near Mass Pike Tunnel East and didn't know what he was when I first met him, so I just walked away. Will he still be apart of the random encounter table since I've already met him? Does he now follow a given path around the commonwealth? Come to think of it, I've done the same with Ron Staples and just left him... Do I have any chance of getting them now?
