Why don't bottle caps weigh anything?

Especially in Survival mode where everything has weight.
Yeah, it'd be super annoying, but bottle caps do weigh something and when you get several thousand of them, it's not insignificant.
I rarely buy anything in Fallout 4, so by the end of the game, I'm lugging around 30,000 or more of them, more if I bothered to sell the ammo I don't use. In my current Survival character, I'm already carrying about 6,000.
