Where is Kent Connolly??

I tried googling the solution before, but my situation is a little different. I already have the silver shroud armor and gun, but when I listen to the Silver Shroud radio, nothing happens. I tried going back to Kent, but his door is says "[INACCESSIBLE]" in red.
What should I do?
EDIT: To clarify, I only did the start of the Silver Shroud quest. I only got the costume, and gave it to Kent. He then gave it back to me. I did some other quests, then decided to continue and go back to Kent. Now he's gone.
