How can I find more legendary weapons

As the title suggests I've been playing for a while and struggle to find the weapons that a lot of you guys do. I only find really garbage armour pieces that I don't need because I have the minuteman general outfit l. (That is surprisingly very good) Do I need to increase my luck or is it just straight RNG?
