In some ways it reminded me of the Black Mountain Radio in New Vegas, albeit smaller.
I sorta understand why it is this way though, it's another of the set-pieces in the game, descending Trinity Tower must have seemed exciting and for people who love this type of gameplay must be having a blast. I just kinda wish there was an option to do it sneakily? Granted I acknowledge that even the sneaky way of doing it in Black Mountain on New Vegas was extremely complicated... but like honestly there was no way they could have done a path where you sneaked to the top floor?
While I would say I am enjoying Fallout 4 now, quest design feels very 50/50 because you couldn't really approach quests the same way New Vegas and Fallout 3 did where even innocuous sounding ones could at least lead you to actually interesting lore and decision points... and don't get me wrong there are quests where they are that!
But most of the time it just feels like they're excused to have you go visit the Draugr Caves like in Skyrim, very well designed interesting looking Draugr Caves with interesting environmental storytelling like the racetracks... but still very much Draugr Caves where your only real acknowledged in-game approach is KILL EVERYTHING.
