Music Theory Question (kinda)

Hiya, sorry if this isn't allowed. There's something about his song "Using What You Got" that makes it feel really unique/refreshing. I think it's the timing of the bass, but I'm not too sure. It's very reminiscent of the song in this video he posted on twitter https://x.com/flyinglotus/status/1580546791744761861?s=20

It's almost like sutter-y/off time if that makes sense. So my question is this: is there a name for this technique? I'm really into that style of sound but I can't figure out whats going on theory or production wise.
