To add on to your last point at my flight school down in south Florida, id say a solid 80% of students are foreign pilots who immediately head home to fly with their nations air carriers, so much so that our school Literally changed course on our twin engine fleet to be solely tecnams, now I don’t know if it’s the same for other schools across the country, but the whole “we certified X number of CMEL, CSEL, pilots” really doesn’t paint the whole picture of who stays and fly’s in the US
