Pilot discretion while descending

So here’s the situation, flying my bug smasher on an IFR flight plan at 9000ft. Approaching my destination I was given a descent to 5000ft. While descending through 6500ft I was given pilot discretion descent to 3000ft. I read back “Descending to 5000ft then PD to 3000ft”, the control was not happy with that and said that I have PD from this point.

What’s the most correct here? Could I have leveled off at 6500ft if I wanted? (Still pretty far from destination so that would have been nice)

After I thought about it I told the controller I would level at 5 then PD to 3 and he seemed to be okay with it. I didn’t want to be so low that far from the destination.
