What are these blue spots on my Mondial leaves?

My team and I have noticed these blue spots on our rose leaves. We think it’s some kind of preservative or insecticide applied at the farm or wholesaler, as it’s regularly on our Mondials. If it were overspray from someone applying tint nearby I assume it would just be a one-off thing, but it’s visible on almost all the roses we receive. Anyone recognize it or have any guesses?
