What is happening?

I live near Hanes City and go to the Walmart there often. I hear gun shots in the parking lot almost daily. The violent crimes is out of control and police don't seem to care.
Someone walked up to my husband in the parking lot of Walmart and just tried punching him. The guy missed it but then a whole argument followed after that. I called 911 and they hung up on me. Why is this considered normal?
