Rent control laws , huge increase in rent despite them? Is this legal?

The place I am is governed by rent control (under Florida finance corporation iirc) but the complex here put notices on everyone's doors here. All of us are seeing a 16% increase and they want it in 2 months. I know the time frame is legal, but this increase is way higher than the other years which has been generally around 3%. Can they do this in a (supposedly) rent controlled area?
