The lovely clicking sound

This is an honest question because I genuinely want to know. Why is it as soon as we land, I mean still on the runway/taxiway, the flight attendant is reciting "welcome to-----insert city here----- skip to please keep your seat belt fastened until the Captain has turned the seat belt sign off......and the lovely clicking sound of the seat belts unfastening fills the cabin?
