Window leak

We have a water leak coming in from the top of a window on the first floor.

What is typically done to repair this? Adding caulking to the outside or is it more involved in that? If I were to hire someone, the contractor seems a bit excessive but it seems a little more important than just a handyman.

Any advice would be greatly appreciated
