I mean, Baby straight up knows you won't die from the scooper, And if she knows Michael will just come back to life... then perhaps the bodies of those children (and any other victims) are still mobile, rotting, and roaming too?
I'm sure some of them are just gone for good, as according to the newly found blueprint of the scooper, there had been data collected to find achievable temps, and knowledge that you could lose the Remnant effects, but it was clear by the time Michael was scooped, the process had been perfected, which means, it had to work on others.
