Here are some facts
After FNaF 4, the "Thank You!" image was released of all of the animatronics from the four games
This Thank You image foreshadowed FNaF World, which shows Scott had plans for FNaF World since FNaF 4
FNaF World has Funtime Foxy which is specifically a Sister Location only character
This means Scott has planned Funtime Foxy since FNaF 4, so Scott has planned Sister Location since FNaF 4.
