Where's the best place to get equipment

I'm getting a 20 gallon tall on a 3' stand. That's it though. I have to piece together the rest and I'm only slightly educated on what to do. I've scoured the internet and found some deals (I think).

Tetra LED hood

Tetra Whisper IQ power filter

Tetra Whisper air pump (can't figure out whether the UL is really important or not.)

Tetra AquaSafe Plus Water Conditioner

20 lbs Black sand

I really liked the reviews on the Marina slim S20 filter but I was worried it wouldn't fit the hood properly. I also liked the Marineland hood and filter but I read the filter can be loud.

My questions are:

Am I off to a good start on what to purchase?

Do you have any suggestions on better places to shop or better equipment to purchase?

Really any advice is appreciated. I'm trying to keep things as frugal as possible since it's going to take a lot to get started.
