Best heater for a 5 gallon?

I live in a cold house with tile flooring and cinderbrick so it keeps cold in really well.. and it's so expensive to run our heaters so we just opt out and cover up. Our house typically runs in the 50/60s in the deep winter so regarding fish heaters is rough.. I got a normal 5 gallon heater at my local fish store and it is not keeping the water warm enough for when I add a Betta and some shrimp. What would work best with these temps?
