Fishnets for short girls

My wife is a petite 5'0" tall and can't find thigh high fishnets or socks or anything suitable for her proportions. She might try knee highs but she thinks they won't be big enough to come up her thigh. I'm wondering where other short girls get their accessories if they've experienced a similar problem.
