I can only download files in firefox 77 when in safe mode

Nothing shows up in the file manager or download cue, no pop up to confirm a download or anything. I tried turning off ublock and trying, still nothing. tried uninstalling it, same result. For some reason starting in safe mode does make it possible. What gives?
