multi family acquisition FM issues

looking for assistance putting together a financial model for a multi family property (commercial - 20 units). I'm having particular trouble with some of the initial assumptions.

I'm assuming mixed unit types with under market rental rates and just over 25% vacancy. However, I then run into issues with occupancy and rental escalation rates (individual inputs for each year) since they don't take potential annual market rent into account.

Any suggestions? Any and all help is appreciated. Thanks
