Why do schools act like financial aid is for materials but wait months after the semester to give it to you?

I know government programs are sketch as hell, but it really concerns me that they claim it covers books and such, but when I needed a 300 dollar book for Spanish class, I wasn't given money until months later and my GPA suffered because the teacher convinced me to stay and learn. It was my fault for having mental health problems and not dropping it on time, but the simple fact that they prevent people from using that money for actual books is very suspicious.

Now that I have been in school for awhile and gotten good grades as well as work hard at my job, I get plenty of money, but still, if I didn't have the money in the beginning of the semester to buy my books, I would have to drop all my classes because financial aid decides to give you money long after materials are needed.
