Why can’t I withdrawal money from my individual brokerage account?

I am looking to withdrawal some money from my individual brokerage account, but when I go to transfer it only says I have $0.40 available to withdrawal even though I have a lot more than that.

In my account I have money in an index fund (FXAIX) and a little bit in a bond fund (FXNAX). I’m not sure if those being mutual funds has anything to do with why I can’t withdrawal from my account (because I know those only get traded once a day after the market closes), but if anyone knows why and HOW I can withdrawal some cash from my account I would greatly appreciate it!
