Simple IRA / Traditional IRA Issue

So I transferred my simple IRA from Wells Fargo to Fidelity and it was moved into my Traditional IRA that I had money in. My accountant went to add funds for the Simple IRA but said she was limited to the $7k for the traditional IRA but did not see where she could do the Simple IRA ($16k) and didn't want to max out my TIRA. Does anyone know why this is? I did speak to someone at Fidelity who ensured me it would be ok but doesn't seem like it is.
