Is 95% Percentile Peak Performance?

I was watching mondays with mr.happy and he was of the opinion anything higher than 95 percentile and more so getting 100% is just pure crt luck.
This had me thinking, is 95 really a mastery of your job?
Ofc not perfect mastery, because nobody plays perfect. Its why records keep getting beaten.
More is 95 the percentile that truly shows you know how to play your job at the best of its ability? or close to it?

I do know the in the parsing community at least, a lot members ((not all)) they actually think 95 isn't good enough, oddly; and 99 is where you should be. Some of them treat 95 as if its bad even and you're still not good at your job.

The point is. What percentile do you guys think is best you can do without having crt rng just boost you to get 100 or 99.
