I know this won't be a popular opinion but it really feels like new gear added each patch is just glam at this point. With ilvl syncs and such pretty much making your gear meaningless the feeling of real progression in the game is lost after you get to max level. As soon as you hit the level cap you pretty much can jump into the latest raid content or dungeon and get the best gear in the game, or at least gear that is strong enough for you to be able to clear pretty much all available duties in the game. ilvl sync makes it so having that gear doesn't really make you that much stronger than other players you're grouped with. The way I would solve this is to make all dungeons in the current available expansion have the same maximum ilvl, that being whatever the highest possible ilvl is at that time.
This issue becomes even more glaring in content like Bozja where your stats are pretty much meaningless because everyone is synced to the same ilvl. Why does this even exist? Why can't we go into the latest raid or dungeon and get gear from there that makes our experience in Bozja a bit easier? Not that it necessarily needs to be that much easier, but it would still be nice to see SOME kind of impact from our gear. There's no incentive to even do the latest dungeons outside of one time for the MSQ clear. You can get gear equal to or better than what you can get from dungeons from the MB or thru crafting. Dungeons are more frequently becoming an after thought in terms of design and in terms of their role in the game. But thats a discussion for another time.
