unable to launch application. launch using the ffxivboot.exe file

Hi guys. I keep getting this error whenever I try to launch from steam. I've tried uninstalling and reinstalling the game twice. I tried uninstalling steam as well, and nothing has worked. I am at my wits end. Antivirus and Firewall protection are off and that doesn't seem to be the problem, I've tried it on and off, no change.
Please, does anyone have a solution? I'm at my wits end. It worked this morning and now it's not working at all! :(
