can i combine my NON-steam account with my steam account?

I want to be able to buy shadowbringers on steam, would i have to purchase both non-steam and steam version to be able to use it on steam? I currently bought both ARR and Stormblood on steam but they are in my FFXIV 2 not 1. Anyone know if i buy it on steam would i then need to start all over again with my FFXIV 2 to be able to play shadowbringers(if bought on steam)?
