I’m trying to crunch numbers and learn why stuff works and how. I’m trying to understand Determination vs Tenacity.

Determination: damage dealt (physical and magical) HP restored

Tenacity: damage dealt (physical and magical) HP restored damage reduction (physical and magical)

So, my question is this: are Tenacity stats rounded down because there are more? Say that Determination (And yes I know these numbers are high, just for example) gave 30% to each stat, but Tenacity gave 20% to each stat because it has more. So while they both improve by 60%, one technical scales better.
