Brand new 70!

I have been playing this game on and off since arr launch over a couple accounts and just now recently hit 70 for the first time. And also found the love of tanking for the first time!
With that being said, when it comss to gear progression to get to actual content where should i be starting? Pure creation? And would i just start by grinding roulettes and level 70 dungeons
