Why does this doesn't work outside of combat? It would be perfect to refresh stacks between pulls in dungeons, it would also be perfect while doing daily hunts seeing as how they placed mobs miles away of each other.
They made a very niche skill even more niche all the while NIN can keep and build their buff outside of combat.
I don't think it would be asking too much, it's not like it would unbalance the raid scenario.
