Purchase ARR + Stormblood via Steam sale or wait?

I'm currently level 20 on the free trial, and I was excited to purchase the full game expansions through the Steam summer sale. However, it doesn't look like Stormblood will be discounted, and the base game is only 20% off. As such, should I just wait to purchase everything on another platform? Thanks!
