I'm now going way ahead on future story content, but I think we can safely foresee that (similarly to how at the conclusion of the Ishgardian campaign we liberated the city from its religious fundamentalist government, made it a full member of the Eorzean alliance, saved it from the dragon menace, and instated Aymeric as its leadership figure) at the end of the Ala Mhigan campaign, we will liberate the city from the Garlean occupation, make it a full member of the Eorzean alliance and instate as its leadership figure...
...someone.
Now I know, that this will probably never happen, but I think it would be really cool if that someone was Raubahn. After all he is the best Ala Mhigan in the whole continent, he deserves to be the leader more than anyone else.
Moreover Ul Dah already has the Sultana as its leader (at least formally) and there isn't even the problem of who would take the place as the commander of the Immortal flames since Raubahn already has a heir.
And yet the way all the changes that were foreshadowed at the end of ARR only to be completely dismissed by the start of Heavensward reinstating the status quo as if nothing happened, really leaves me skeptical of such a change happening.
It really made no sense for Raubahn to get back to his place after he was witnessed by the Ul'dahan nobility committing a murder of a member of the syndicate. As justified as his rage was, he still committed a grave unlawful act.
This should have been the opportunity to make him lose his position in Ul'Dah thus leaving him free to raise to a new status in another city (his city).
And yet everything went back to normal, and thus I can only dejectedly conclude that even in the wake of the liberation of Ala Mhigo, Raubahn will decide to remain in Ul'Dah still leading the immortal flames because "I swore to protect you, my Sultana".
And so we are left with the unanswered question of who will be the person to represent the city in the future. Who else should get the honor if not Raubahn?
