Accuracy and Healers.

I'm honestly proably slow on knowing this since I don't really play my WHM that often, but it has come to my attention that healer gear just doesn't have accuracy anymore.
At first, I thought this meant that the base acc for healers was increased to compensate. That is not the case. Am I missing something here or is Square trying to discourage healer DPS in raids? If they are, damn that's a cheap move.
