T13 add aggro question

So tanking the add in the second phase. Having problem getting initial aggro. I tried flash - preped skull sunder but the add goes and murder our whm the moment flash lands. Other options I tried are provoke and tomahawk.. The add still goes to the whm for a hit. I know I generate enough aggro because the add targeting is set to me and if the whm survives the initial hit, it comes back to me.
Any advice?
