HQ crafting without Byregot's Blessing, Steady Hands II, or Hasty Touch

Is it possible to HQ craft 1-star items without using Byregot's Blessing, Steady Hands II, or Hasty Touch? I only have a Level 50 BSM, Level 50 GSM, Level 22 LTW and Level 23 ARM.

It just feels underwhelming that I decided to hit 50 for those 2 classes, but I'm not able to get anywhere near HQ for them. Trying to craft my BSM AF head piece (via GSM), but can't hit more than 10% for quality.
