Garuda Hard Mode Quest Broken? HELP?!

I'm trying to turn in the quest in order to open up the Garuda HM in the duty finder. I'm attuning to the aetheryte in Natalan like I'm supposed to, and clicking accept when the quest pops up, but the quest isn't being wiped from my screen or journal, and even after saying it's unlocked in the duty finder, it's not on my list.
I tried relogging and it didn't work, and the journal won't let me abandon. Is there anything else I can do?
