Yokai quest not appearing

Hi! I'm on a level 90 job and definitely well past the required level 15 MSQ. I'm in the location for the quest and can see players congregated around, but the NPC isn't showing up for me at all. I've tried leaving the area and restarting the game but still nothing. Is anyone else running into this issue or have ideas on how to resolve?
