Europe trip: Amsterdam / Berlin / Budapest / and prague or Oktoberfest

Hello! Hoping to get some good advice here.

I'm planning a solo trip (34 F) to Europe. I've been to Amsterdam, London (x2), Paris, and Costa Rica. Hoping to see Amsterdam again as well as Budapest and Berlin. I'm trying to fit in another destination and am stuck between Prague and Munich (when Oktoberfest is going on).

Is Oktoberfest worth nixing Prague from my list for? Would you choose Prague or Oktoberfest? Is Oktoberfest safe for a single female?

Also is Brussels worth it for a day trip from Amsterdam?

Also, is there a best order to see these cities in for convenience sake?
