Question about core locations

I’m going to be traveling soon and wanted to scout the scene at the city I’m travelling to which turns out to be one of the core locations under explore. Now, I’ve seen many profiles spamming my city as explorers so I’m wondering what the behavior is when you’re actually trying to explore another location.

I have set my core location to the destination, but it seems as though I’m still only limited to seeing profiles in MY current location based off my search radius. So my question is, is the behavior of changing your core location only so that you show up on that core but you can’t see any profiles, or is there a way where you can actively search there remotely without the need for using a vpn and all that jazz.
