I have been looking up videos and pics of the osmotic enchanter and I have replicated every possible way the obsidian totems could be places around the block. I have done Nitor present and not present. I have done every combination of wands and scepters inside the block. I have tried vanilla items and non vanilla items to enchant. Ones that have enchants and ones that have no enchants. I have done everything but it still doesn't work.

I am doing something wrong I'm guessing. the GUI on the inside looks like it's working. I can select all the different enchants, add levels, and see the required vis to operate it, but when I hit the red start enchanting button nothing happens. it doesn't glow blue like I see in the vids. And again I have tried this with every possible combination of things.
