GS rating question when returning to the Civil Service

I am about to be offered a GS12 term position. It is a way back in the door so I can get the pension.
Last time I was in the USG (a long time ago) I was a GS13. If I take the GS12, will this hurt my chances of skipping the GS13 and go straight to GS14?
