Comparing fed health plans to large companies

So I always took it at face value that everyone said fed employees have great health care plan options and benefits. But now I have seen Amazon’s care plans and they are leagues ahead of what we have options for. Ex: blue cross premera is a hdhp with $55 copay a month, $1500 deductible which is joint in and out of network so no “different” buckets” and large employer contributions. It has similar percent coverages after deductible as carefirst and Aetna. Then its max out of pocket is $3k a year. So it’s far less in cost, far lower deductible and max out of pocket and better contribution. Combine that other 401k matching many large companies have and honestly I question why people will believe fed employees have it good benefits wise.
