Enemy factions should try to retake outposts/check points until they logistically can't.

One thing that bugged in Farcry 6 was how in the early stages Libertad started taking outposts and the Yarran army, an actual standing army with air and armored assets just ignored them and didn't even try to retake their lost bases. You would think once Libertad liberated an entire region Castillo or at least someone in the Yarran brass would think 'maybe we need to launch a massive counter offensive and take back a third of our territories before we lose the entire island'. It seemed like the Yarran army only organized the final defence of their city once Libertad was on their door steps and rest of the country had fallen under rebel control.

This is how I would do it. In the very beginning enemy factions should actively take back outposts and the occupying faction has to defend. You should also be able to upgrade outposts defense's by building trenches, adding barbwire, hesco walls, tank traps, anti tank missile launcher positions, artillery/mortars, anti air guns/missiles and posting more guards/armored vehicles.

However as you capture most outposts, complete missions and destroy enemy fuel trucks, supply trucks, ammunition dumps, logistical bases and well kill a shit tonne of enemy soldiers/vehicles the attacks get weaker over time from mechanized assaults to infantry only waves. Eventually the enemy faction goes on the defensive and can no longer launch any more attacks or perform patrols outside their territory by mid game (if you are an OCD completionist that destroyed the entire logistics corps). By end game the final outposts are staffed by a skeleton crew since they can no longer supply/reinforce them and eventually even abandon some so they can make their final last stand in the final cities and more important checkpoints and fortresses.

This will give players the incentive to attack/ambush enemy supply trucks and bases and also go on the counter offences to keep their outposts safe.
